how can you put a tubeless tire (like a go-cart) on a rim the right size for it?

Go to a motorcycle shop and get a couple of $2 prybars made for that.
Couple of screw drivers and somebody to stand on the tire with the rim laying flat. It’s a pain. I hope you have a good air compressor, getting it to take air to set the bead can be an adventure. Good luck.
I all depends on the wheel size and design. Generally, lube the bead of the tire with a lubricating silicone spray or dish soap. Install by angling the tire at 45 degrees to wheel so when you press the tire to the wheel the bead goes into the drop center of the wheel. Now try to get the bottom bead the rest of the way on, by hand or a couple of screw drivers ( screwdrivers can damage the rubber bead area). Same with the top bead. If you take it to a tire shop, they will do it very easily and cheaply.
Mix up a solution of soap and water and coat the rim and the bead. Then you can either get a couple of pry bars and force it on, or sometimes you can stand on the tire and force it on.
To set the bead, if it won’t catch by juggling the tire up and down, then tie a rope around the center of the tread and put a long screw driver between the rope and the tire and then twist the screw river around the rope to make like a tourniquet and this will squeeze the bead against the rim and help it seal.
