HAHA I worked at a golf course and tried every way possible to rig a golf cart so that it would get movin. A golf tee on the governor is the best way I found how to get that done. 30-40 EASY!! HAVE FUN
Down the hill in nuetral is the best mod I know of for a golf cart.
But with whatever bolt ons you are talking about I would guess about 25-30 mph
