Dulles, Virginia (about 25 miles away from DC) has a track. http://www.allsportsgp.com/
There’s also one in Bladensburg, MD. http://www.gokarttrack.com/
I’m not aware of any either in DC or in the close-in surrounding suburbs. They take a fair amount of space–which is expensive in DC–and typically only operate in the warmer months, sitting empty the rest of the year.
