We are going to operate a bagel cart, no heating or cutting, with prepackaged cream cheeses. Does a staff of ours have to get certified as a food service manager or anythign or do we all just need to get our food handlers cards.

   I would call your local government health inspectors office. Ask to know what you need to make this safe and legal.
