what is easier to make a go cart or mini bike?

i am wanting to make one of these but i am wanting to figure out which one is cheaper to make and easier and more fun to ride ...

   A mini bike would be less expensive to build and you’d get more use out of it.

   mini is cheaper. also go carts have little ground clearence and usually you need a trac for them .. very dangerous on the street because they are too low and cars can’t see you ( but the cops will) minis go anywhere
