    I never cared much for a Techunseh, but I would say you have a problem with the carburetor. If you have a float on it that could be out of adjustment, as you hold the carb upside down you want the float parallel to the carb. The holes in a carb are real small and it does not take much to make it loose power when needed.

    Perhaps your fuel pickup is placed in the front of the fuel tank and when the fuel goes to the back of the tank when you hit the hill, boom, no fuel.

    My guess would be that the air filter is dirty.
    Take it out and give it a good cleaning off.

    hi it sounds like it is running out of fuel, try having the carb float level adjusted:)lots of luck
