I insert my action replay, and it says "insert game cart". When I do that, the DS restarts, and the action replay screen is gone. It’s not supposed to do that. Is there an anti-hack on my game or is there something wrong with my action replay?

   insert them both together then start turn on your ds. also it must be a ds lite unless you have a newer action replay for the dsi.
